On March 24, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/13, making a final affirmative anti-circumvention ruling on glass fibers and their products originating in China. The Chinese products involved in the case were re-exported to Turkey through Thailand to avoid anti-dumping measures. It was decided to impose an anti-dumping tax of 35.75% of the CIF price (CIF) on glass fiber and its products imported from Thailand (i.e., the general anti-dumping tax rate for Chinese products involved in the case). The products involved do not include pipe insulation sleeves and fiberglass in the form of porous discs for grinding and cutting discs. This case involves products under Turkish tax numbers 7019.22, 7019.12, 7019.19, 7019.31, 7019.90.00.10.00, and 7019.90.00.30.00. The announcement shall be effective from the date of issuance.

On January 11, 2010, Turkey launched an anti-dumping investigation into glass fiber and its products originating in China. On December 31, 2010, Turkey made a final anti-dumping ruling on Chinese glass fiber and its products, and began to levy an anti-dumping tax of 20.20-23.75% based on the landed price (CIF) (see the former Turkish Ministry of Economic Affairs Announcement No. 2022/1). On April 17, 2015, Turkey made a final anti-dumping review on the Chinese products involved in the case, and the anti-dumping duties on the Chinese products involved in the case were adjusted to 24.50-35.75% (see Announcement No. 2015/5 of the former Ministry of Economic Affairs of Turkey). On December 3, 2016, Turkey extended the validity period of anti-dumping duties on the products involved in China for the first time (see Announcement No. 2016/48). On October 24, 2019, the Turkish Ministry of Trade issued Announcement No. 2019/28, launching an anti-circumvention investigation into China’s glass fiber and its products to examine whether the Chinese products involved were re-exported to Turkey through Thailand to circumvent anti-dumping measures.
