On March 24, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/12, imposing anti-circumvention measures on man-made and synthetic short fiber yarns and sewing threads originating in China. It ruled that the Chinese products involved in the case were re-exported to Turkey through Cambodia to circumvent anti-dumping measures, and decided to impose an anti-dumping tax of US$0.80/kg on man-made and synthetic short fiber yarns and sewing threads imported from Cambodia (i.e., the general anti-dumping tax rate for Chinese products involved in the case). The Turkish tariff numbers of the products involved are 55.08, 55.09 (except 5509.52, 5509.61, and 5509.91), 55.10 (except 5510.20) and 55.22. The announcement shall be effective from the date of issuance.

On January 22, 2008, Turkey launched an anti-dumping investigation into man-made and synthetic short fiber yarns and sewing threads originating in China, Indonesia, and India. On January 12, 2009, Turkey began to impose anti-dumping duties on the products involved in the case from China, Indonesia, and India. On March 20, 2020, the Turkish Ministry of Trade issued Announcement No. 2020/4, launching an anti-circumvention investigation into the Chinese products involved, and examining whether the products involved were imported into Turkey through Cambodia to avoid anti-dumping duties. On May 11, 2020, the Turkish Ministry of Trade issued Announcement No. 2020/8, making an affirmative final ruling on the second anti-dumping sunset review of the products involved in China, Indonesia, and India, and decided to continue to impose anti-dumping duties on the products involved in the above-mentioned countries.
