On January 18, 2024, the Turkish Ministry of Trade issued Announcement No. 2023/35, making a final anti-circumvention ruling on impregnated polyurethane textiles originating in China, ruling that they originate in China The products involved in the case were imported to Turkey via Bulgaria, France, and North Macedonia in order to avoid anti-dumping duties. Therefore, it was decided to apply the anti-dumping duties on the products involved in China determined in Announcement No. 2023/14 to Bulgaria, France, and North Macedonia, and to Bulgaria, France, and North Macedonia. Anti-dumping duties of US$1/kg are levied on the products involved under tax numbers 5903.20.10.10.00 and 5903.20.10.90.00, and on products under tax numbers 5903.20.90.10.00 and 5903.20.90.90.00 from Bulgaria, France and North Macedonia. The products involved are subject to an anti-dumping duty of US$2.2/kg. The announcement shall be effective from the date of issuance.

On June 7, 2004, Turkey launched an anti-dumping investigation into impregnated polyurethane textiles originating in China. On February 5, 2005, Turkey made a positive final anti-dumping ruling on the case, imposing the following levies: an anti-dumping tax of US$1/kg will be levied on the products involved under tax numbers 5903.20.10.10.00 and 5903.20.10.90.00. An anti-dumping duty of US$2.2/kg will be levied on the products involved under tariff numbers 5903.20.90.10.00 and 5903.20.90.90.00. Since then, Turkey has conducted three sunset review investigations, made affirmative final rulings on October 31, 2010, November 2, 2016, and April 8, 2023, and extended the tax deadline three times.

On January 25, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/4, launching an anti-circumvention investigation into the anti-dumping case of impregnated polyurethane textiles originating in China. Examine whether the products involved in the case originating in China were imported to Turkey via Bulgaria, France, and North Macedonia to avoid anti-dumping duties.
