On July 7, 2020 local time in the United States, the Office of the United States Trade Representative (USTR) announced the product exclusion announcement for the sixth batch of US$300 billion in tariffs. 61 excluded products, including 8 categories of textile and apparel products, and the customs tariff numbers of 27 products were modified. So far, 25 textile and apparel products have been excluded from the 300 billion tax list. The excluded products will no longer be subject to an additional 7.5% tariff when exported to the United States. The excluded products listed in this announcement are valid from September 1, 2019 to September 1, 2020.
On August 20, 2019, the Office of the United States Trade Representative (USTR) decided to impose a 10% tax on Chinese goods with an annual trade volume of approximately US$300 billion. Additional tariffs on products listed in Action List A take effect on September 1, 2019. On August 30, 2019, USTR decided to increase the surtax rate from 10% to 15%. On January 11, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. List B has not yet been launched.
The descriptions and HS codes of the textile and apparel products excluded this time are as follows:
1)6302.10.0020 : Dust covers of knitted polyester fabrics designed for use on mattresses and pillows;
2)6304.92.0000: Pillowcases of woven fabrics of cotton as the predominant weight (not knitted or crocheted), with a thread count of at least 1450/cm2 but not more than 3900/cm2, each piece with a width of at least 44cm but not more than 57cm, a length of at least 62cm but not more than 139cm, and with a zipper Opening;
3)6307.90.9889: Cotton quilt covers with polyester as the first weight, the size of each quilt cover is at least 171 cm but not more than 202 cm, and the length is at least 117 cm but not more than 230 cm, weight not more than 90g/m2, and has a side opening;
4) 6307.90.9889: Backrest pillow cover, mainly Composition is polyester fabric;
5)6307.90.9889: Cushion cover whose main weight is polyester fiber, designed for use on seats of title 9401;
6)6307.90.9889: Man-made fiber life jacket shell;
7)6307.90.9889: Microfiber Pillowcases and quilt covers of fabric;
8)6506.10.6045: Sports helmets designed for use on bicycles, including polyvinyl chloride, polycarbonate plastic or acrylonitrile butadiene Shells of vinyl styrene, each shell having an inner lining of expanded polypropylene or expanded polystyrene.
