This case involves products under Indian Customs Code 5402. The products involved in the case do not include low melting point (220-170°C) fully oriented yarn, fully drawn yarn, spun drawn yarn, and polyester flat yarn.
On May 6, 2008, India imposed restrictions on fully oriented yarns, fully drawn yarns, and spun drawn yarns originating in or imported from China, Thailand, and Vietnam. Silk and polyester flat yarn are subject to anti-dumping investigation. On September 29, 2009, India made a final anti-dumping ruling on fully oriented yarn, fully drawn yarn, spun drawn yarn, and polyester flat yarn originating in or imported from China, Thailand, and Vietnam. On March 24, 2014, India launched its first anti-dumping sunset review investigation into fully oriented yarn, fully drawn yarn, spun drawn yarn, and polyester flat yarn originating in or imported from China, Thailand, and Vietnam. On September 11, 2015, the Ministry of Commerce and Industry of India made the first anti-dumping sunset review final ruling on fully oriented yarns, fully drawn yarns, spun drawn yarns, and polyester flat yarns originating in or imported from China, Thailand, and Vietnam. : Since India has not continued to import the products involved from Vietnam during the entire damage investigation period, it is recommended to terminate the anti-dumping measures on the products involved in Vietnam; however, it is recommended to continue to impose anti-dumping duties on the products involved in China and Thailand. On October 21, 2015, India decided to continue to impose anti-dumping duties on the products involved in China and Thailand for a period of five years.
