The Eurasian Economic Union (EAEU) announced Letter No. 14-575 on September 28, 2021, regarding the export of some Vietnamese textile products to EAEU that has exceeded the Vietnam-EAEU Free Trade Agreement ( VN-EAEU-FTA) regulations on import tariff preferential limits from January to July 2021.
Some restricted textiles include:
Underwear products (HS code 6107; 6108; 6207; 6208; 6222) exceeds 175% of the prescribed limit.
Girls’ skirts and clothes (HS purchasing agent 6104.41; 6104.42; 6104.43; 6104.44; 6104.49; 6204.42; 6203.43; 6204.44; 6204.49) exceed 105% of the prescribed limit.
Jackets, suits, trousers and sportswear (HS code 6103.41; 6103.42; 6103.43; 6103.49; 6104.51; 6104.52; 6104.53; 6104.59; 6104.61; 6104.62; 6104.63 ; 6104.69; 6203.41; 6203.42; 6203.43; 6203.49; 6204.51; 6204.52; 6204.53; 6204.59; 6204.61; 6204.62; 6204.63; 6204.69) exceeding 105% of the prescribed limit.
According to the provisions of Regulation 2.10 of the VN-EAEU-FTA on quota defense measures for 12 types of export items in Vietnam, Vietnamese textiles will face the implementation of quota defense measures by the EAEU , if the export value of each product exceeds the limit mentioned in the agreement, MFN tariffs will be levied for about 6-9 months.
According to the EAEU Decision No. 85 issued on July 6, 2021, the implementation of quota defense measures will take effect on August 7, 2021. Due to the value of Vietnam’s two largest textile exports The import limit is higher than that specified in the VN-EAEU-FTA in 2020. Therefore, in the next six months, Vietnam’s two largest textile products will no longer enjoy the export tariff preferential policies of the VN-EAEU-FTA. Affected items include:
